First of all, you must inform your employees of the organization of the CSE(1) elections (via posting, email, etc.). If, within 30 days of this information, no employee is a candidate, you are then exempted from inviting the unions to negotiate a pre-election protocol. But you are still required to organize elections (two rounds of voting)!

And if, in the end, the CSE could not be set up, you must then draw up a deficiency report (Cerfa form n° 15248*05) and send it to the professional election processing center (www.elections-professionnelles.travail.gouv.fr) within 15 days of the elections.
