Increase in GNR(1)

According to a measure introduced by the 2024 Finance Act, the tax advantage on the so-called “non-road diesel fuel” enjoyed by construction and public works companies will be gradually reduced and the standard tariff will apply from 2030. In practice, the reduced tariff will increase by 5.99 cents per liter each year from January 1st, 2024. In a context of declining activity in the sector, the government has announced a financial assistance for small construction companies in the face of this increase in GNR prices.

Tax havens

The list of non-cooperative states and territories, drawn up by France for 2024, has just been unveiled. To combat tax evasion, transactions with these countries may be subject to restrictive measures. One country from last year’s list is removed, namely the British Virgin Islands. And three new countries are added: Antigua and Barbuda, Belize, and Russia. A total of 16 countries are on this list.

Supervision of promotions

Since January 1st, 2019, promotions, i.e., advantages that have the effect of reducing the selling price to the consumer, of foodstuffs or products intended for pet food have been regulated in terms of both value and volume. Thus, they may not exceed 34% of the selling price to the consumer. They are also limited to 25% by volume. From March 1st, 2024, this framework measure is extended to non-food consumer products, i.e., hygiene and cleaning products (detergent, shower gel, soaps, shampoos, toothpaste, perfumes, diapers, etc.).

Social security contributions

As part of the Social Security financing law for 2024, the government wanted to reform the system for calculating the personal social security contributions of self-employed workers (craftsmen, traders, and liberal professionals) in order to both reduce the amount due under the CSG-CRDS and increase their pension rights. To this end, from 2025 onwards, all personal social security contributions payable by self-employed persons will be calculated on a single basis.
