*Article 49.3 of the French Constitution allows finance laws to be adopted “without a vote.” But in this situation, opposition parties in Parliament have the option of tabling a motion of no confidence which, if passed, will force the government to resign. President Macron’s government, which does not have an absolute majority in Parliament, extensively uses it.
